Probably both :-) In many cases, with such initiatives, it's hard to say with precision when it was set up. Keep in mind that Goanet was just a cc'list (if I'm not wrong) in the initial stages. Later it started using mailing-lists software -- initially Listserv if I recall right.
In some cases -- like the BytesForAll initiative which I was earlier initiated with -- I too don't have a clue as to when exactly it started. Its mailing list has the archives on Yahoogroups, but that was started after the ezine, which was its initial form. So I arbitrarily fixed July 1, 2001 as the founding date! More important than this, I'd say, is the task of trying to rebuild the lost archives from the early stages of the list. Some old timers have hinted that they've been keeping copies on their zipped drives, but no body (as yet) seems willing to share that.
