Of course he gives that impression,  What ever his achievements, a prime
minister of the world's largest democracy has to speak up.  Even
Tennis players are much more vocal, whereas Manmohan Singh, unlike
majority of the Sardars, is the least spoken, even in press
conferences.  He should
be better prepared and more vocal otherwise, he will be termed a
failure despite India's economic revival, that has become stagnant at
present and
the govt is bogged down with the coal scandal.
