Helmets have saved many lives throughout the world. It is mandatory in many 
countries for people riding any type of two wheeled contraption, including 
Bicycles to use helmets. It is for the safety of the Rider. I think it is a 
wise decision and one which should be enforced. Head injuries are the most 
common fatality when one is involved in and accident. With the reputation that 
India has of drivers and riders not adhering to the rules, I think it is 
prudent to have such laws. If one has to frequently travel by pilot, wouldn't 
it be prudent to own a helmet which one could use without having to worry about 
Lamanins worms and germs? Consider the amount you would have to spend for Detol 
each time and consider it an offset against the cost of the helmet.

My reply...Please do not compare the system in Goa to the system found outside 
India. The roads in Eureopean countries, US, and even in the gulf are smooth. 
Secondly I do not think  two wheelers are allowed on all roads. I may be wrong. 
There are strict traffic police that do 100 pty noercent duty not like the 
police in Goa who are sometimes mere spectators or are seen talking on mobiles 
or at the tea shop or god knows where. There are no traffic lights to control 
traffic. The way licences are issued .....????. The way motor driving schools 
conduct classes ....98% of the candidates do not know to hold the steering even 
after getting the licence .I am talking about myself first. School boys zoom on 
the road without licence to create an impression on passing girls. Tourists use 
rent bike and many of them zoom on the road may be under influence of drinks or 
drugs and many of them drive without licence. The roads are dirty and full of 
holes. (i will not call it potholes) Every morning when I go to reach my 
children to school and on my way back the place near the old civil registration 
there is a big dangerous hole formed as a resutl of BSNL ducts situated and it 
is in ackward position that if you are not careful you can be thrown out of 
your bike. No one seems to be interested to repair and no citizen has ever 
raised quereies or what ever you may call against this. Vehcilces are parked in 
no pparkarking zone. In Mapuca motor cycles are driving on the left side of the 
road and also on the right side of the roads. Some two wheelers are ustmed as 
cargo carriers. Suddelny you will find a plumber carrying ten to twelve feet 
plastic pipe on his scooter and zooming past. The eo tlectricty department 
vehicle is the worse lot. The cold drink suppliers  park their trucks anywhere 
on the road and police turn bling eye them. I think we sh
