Sub: Press Note for kind favour of Publication - Re: SC Halts Mining Activity 
in Goa.

The Goa Su-Raj Party hails the decision of the Apex Court to halt all mining 
activity in Goa, forthwith. The Party also hails the decision of 'Goa 
Foundation' to take this matter of indiscriminate, unlawful and illegal mining 
in Goa to the Supreme Court in a well deserved Public Interest Litigation and 
congratulates it for it's unbridled success.

This Party is not at all surprised [as reported by the section of the Press]  
that  Goa's CM,  Mr. Manohar Parrikar should take 'full credit' for his actions 
in halting mining activity in Goa  even prior to the Supreme Court's  directive 
on 5th. October, 2012,  because,  taking full credit  for things that are even 
remotely connected with his decision making process of U-Turns and Super 
U-Turns has been the order of the day.

This Party is fully justified in saying this for the following reasons:-

1. With the incriminating  Shah Commission Report, he positively did not have 
any latitude to do otherwise.

2. Even then, he has not done what he should have done, in the first place, 
things like:-

    (a) Filing a F.I.R. against his former  party colleague and the then Deputy 
CM and mines minister, Mr. Digamber Kamat  for unauthorized 'Condonation of 
Delay' in the 
         case of the 'Mining Lease NO.2/FEMN/79, where the Shah Commission 
Report clearly indicts Mr. Kamat for 'Abuse of Power'.

    (b) He wanted to move the 'dump' ore and even clear it for export saying 
that the Shah Commission Report is not specific on the matter of already 
extracted ores, to 
         pacify the mine owners.

    (b) He even went ahead to put together a special committee to be  headed by 
retired HC Justice Khandeparkar to certify clean  from unclean 'ore'  when the 
         Shah Commission Report classifies all extracted ore to have been 
illegally extracted whether the mines were legal or illegal, and since all 
mines had flouted their 
         actual, permitted jurisdictions. To add 'insult to injury', he wanted 
this special (loaded)  committee to find flaws in the Shah Commission Report so 
that he could get 
         away with the already declared MURDER of GOA through rampant illegal 
mining. Confiscation of this extracted ore to recover the whopping Rs. 35,000 
Crore loot 
         has never been on his mind.

    (c) GMOEA [Goa Mineral Ore Export's Association]  is an unregistered body 
which has been parallelly involved in exporting illegally extracted ore from 
Goa. He should 
         have started an earnest investigative probe into this illegal 
Association and bring it to books, or at least expose it's clandestine 
operations. He has failed miserably on 
         this account. 

    (d) He should have been way ahead on the recovery road of the loot of Rs. 
35,000 Crores which has been taking place since the year 2000 as endorsed by 
         the Supreme Court giving credence to the Shah Commission Report,  to 
offset Goa's dependent families on mining of their liabilities with the banks 
through this 
         recovered money and generally to rehabilitate all the  Goan families 
where they have been directly or indirectly depended on the illegal  mining 
industry in Goa. But 
         alas! He has been busy inaugurating the 'Magic Buses' of the indicted 
in Shah Commission Report Mine Owners who are seeking to pacify the aggrieved 
people 
         after having been raped for years on end.
   
    (e) His Police Stations ( He is the Home Minister) pass-off sensitive 
information to the pro-mining lobby of the impending study visit to the  mines 
in the area 
         (Sanguem) of the Journalist's Association so that the unsuspecting 
scribes are unduly held hostage by the pro-mining mob for hours with threats of 
killing them. No 
         action has been taken on this account where his police department has 
been on the PAYROLL of the mine owners at all times. 
      
        and finally, 

    (f) Instead of trying to solve the problems of the mining industry 
aggrieved general public, he has been adding to  the already burdened State's 
Treasury through  
        sanctioning  of schemes that are totally unnecessary at this very 
moment, schemes such as Laadli Laxmi and others, even to the extent of 
borrowing from the 
        market Rs. 200 Crores in his populous move to sustain his vote-bank in 
a very irresponsible manner at the cost of the Tax Payer. 

The Goa Su-Raj Party  is,  therefore, forced to ask the pertinent question as 
to whether the Manohar Parrikar Government is not  the IRRESPONSIBLE  
Government.

Goa Su-Raj Party strongly believes that Parliamentary Elections must be 
contested  by  National Parties only AND/OR by a  Federation of State Regional 
Parties.
with a reciprocating understanding by the National Parties that the 'State 
Elections' shall be the prerogative of  State Registered Political Parties 
only. Even then, and in the absence of such a ruling by the Election Commission 
of India,   GSRP  would want  GOANS who are ERUDITE, knowledgeable about India 
and its problems, as well as World affairs,  'STATESMEN/WOMEN' ,  to contest  
on it's 'TICKET'  in the coming 2014 Parliamentary Elections. Let GOA endeavour 
to send two real Parliamentarians to the House of the People in New Delhi for 
once.
