Dear Mr. Ishan Joshi,

At the outset, let me say that the above is a great write-up. However, there are some questions that we need to ask you considering that O Heraldo is a household name for Goa and us Goans, irrespective of whether you may be a new addition to this name.

When you say " .. Parrikar was the last hope for many a graft-fatigued Goan" , pray on what basis did you come to that conclusion?. You mean to say that without Parrikar, Goa is doomed? That he is the one and only 'Jesus Christ' that will have saved the world of Goans?, a Moses that will have lead Goans to safety and prosperity? When you are putting words into the mouths of thousands of Goans through your writings, we like to think that you have done your homework well. Believe you me. No one is indispensible as you make Parrikar to be in this write-up. On the contrary Mr. Manohar Parrikar has proved himself to be the Judas for Goa.

Goa, for your kind information, is not going to go to hell if one IIT'an Mr. Parrikar is not around. Goa cannot be led through U-turns and controversies. It is a well known fact that Manohar Parrikar is a man who is know-all unto himself and a one man administrative show, a humpty -dumpty having been seated on the wall and who has the penchant to fall. Yes, he has been given a last chance to prove himself because he went on his knees, so to speak, a begging, to be forgiven for his past lapses, his communal agenda having been exposed in his last tenure, especially of loading the Goa's Police force with RSS-BJP cadres, and because the then ruling Congress had put it's own feet in it's mouth, thereby taking themselves out as Goa's rulers. Others, small fries like us, who do not lack administrative and/or management skills and who do not accept bank-rolling by Mining Barons are vulnerable when the electioneering tempo is built on hundreds of ill-gotten crores. Pray, where is the competition?. Goans have forgiven Parrikar for his past arrogance and his past mistakes only because they did not want the Congress anymore, and not because Parrikar's previous rule was a rule of King Solomon. They say that a pipe cannot straighten the dog's tail. Likewise, Parrikar is set in his ways. His arrogance, his sky high ego and most importantly, his inability to accept good advice is his natural down-fall. In fact he is a know all, ONE EYED KING OF THE BLIND AND SYCOPHANTS. One look at how he is holding the leash of his Cabinet colleagues will tell you the sorry story. Governance cannot be dished out on AD-HOC and populous basis . Governance must be pre-planned and written down so that free hand is given to every player to achieve the intended goals.

Let me say this much about the ever complicated and 'free for all' mining imbroglio that has left Goa in shambles, a beggar state instead of being the richest state in the Union. The illegal mining free for all started with Parrikar's rule in 2000 with his henchman Digamber Kamat being in control of the mining as mines minister and Dy. CM. Parrikar knew everything as to what was happening and what was to happen. Only his henchman saw it fit to brush him aside by citing 'extreme suffocation' in the rank and file of the BJP to join the coterie of the Congress' ALIBABAS.

Let me bring to your kind attention that, at the time when illegal mining was getting out of hand, with Parrikar making a lot of noises as the Chairman of PAC and Opposition leader, we are given to understand that a meeting of all the mine owner's syndicate along with high ranking politicians of the ruling as well as opposition was called for by a religious head of Goa at a Mutt. And the edict that was passed at this meet was for MINING IN GOA TO CONTINUE AT ALL COSTS. I do not need to spell the names of who were attending this clandestine meet because you will have guessed already. The illegal and legal mining pot has been satisfying all excluding none.

Manohar Parrikar, being the Opposition leader and seemingly gunning for the Congress on the mining issue, did sweet little to see that the venue for the hearing of the Justice Shah Commission was objected to, the venue being a paltry little conference hall at the Secretariat, Porvorim, insufficient to accommodate a large number of anti-mining activists who were to descend for the hearing, the hall which has no more than a hundred seating capacity. That the pro mining lobby had packed the hall to the brim leaving no seat for anyone at all especially the anti mining activists, was clear and has also been reported by Justice Shah himself in his report. We know this because the undersigned was the first one to speak to Justice Shah, as reported in the Shah Commission Report without naming names. To add salt to the raw wound , Parrikar sought to dilute the Shah Commission Report by setting up a Committee headed by retired Justice RMS Khandeparkar to find faults in the Report mainly to appease his benefactors, the mining barons, which luckily got stamped out after the landmark Supreme Court Order for the complete closure of mining in Goa, with Justice RMS Khandeparkar quietly withdrawing, citing reasons that he was not informed about his heading the committee. You must tell us if this is possible at all.

You are talking of SUSTAINABLE MINING when the whole world is up in arms against mining continuing in Goa at all. Everyone, who was not connected to the mining industry and has suffered the brunt of it wants that mining should STOP completely once and for all so that the God given mineral riches of Goa or whatever is left of it should be saved for POSTERITY and not go to fatten the Central Government in Delhi and it's stooges in Goa, which fattening has been taking place for the past 50 years since 1961, making it very clear to Goans at large that the only interest that India had in Goa was not to liberate Goans from the yolk of the Portuguese Colonial rule but only to take it's place as Goa's Colonial Master, propagating falsehood to the world at large that the Portuguese in Goa were indulging in mass massacre of Goans, left right and center, and also trespassing into the Indian territory. I am born and brought up in Goa, and at the time of India's invasion of Goa, I was 15 years of age. I should know what was the state of affairs in Goa at that time, whether Goans were being massacred or not. We did not even know that there was going to be a war. It dawned on us at the last minute, just 48 hours before the storming of Goa by the Indian troops. The entire interest, therefore, was the mineral rich resources of Goa. That is why Goa's pleas for Special Status has gone on deaf ears, even after the shameless promises by Pandit Jawaharlal Nehru himself have been exposed by none other than late Adv. Bruto Da Costa in his epic letter to him after the INVASION.

And I shall want to point out to you the following where you say this [on Page 11] and ask you to tell us as to how you could have said this.

For your kind information, Manohar Parrikar is totally committed to the mining lobby for whatever reasons you may attribute. Otherwise, he would have initiated investigation of the operations conducted by GMOEA as an unregistered body of Exporting Mine Owners. This is apparent when his cabinet has fixed just 1 km as a buffer zone to protect sensitive areas of Goa when his own Cabinet colleague and Minister for Environment and Forest says that 2 km is a must. Besides, late Matanhy, whose birthday is celebrated today was intent on 3 km buffer zone. Matanhy should be crying tears of frustration wherever he is, we are sure. The GMOEA has already started lobbying for less than 1 km buffer zone and we will not be surprised at whose prompting these protests are being voiced. Therefore, we expect another U-Turn on the anvil, shortly. We Goans are already aware that the people are being asked to gherao the Congress' who is who to blame the mining game on them, when Parrikar is much too involved in the illegal mining conspiracy himself.

Again, to put you in the picture, Manohar Parrikar, in his last tenure wanted to slap Anti-Naxalite preventive measures on Goa to discourage anti-mining activists at the behest of the Mining Barons. One of your very own predecessors was part of this conspiracy. For Manohar Parrikar's bad luck the person he was trying to put behind bars happened to be a member of our Party, Mr. Sebastian Rodrigues, from Siolim. Only this saved Sebastian Rodrigues. However, it did not deter the mining barons to file a Rs. 500 Crore defamation law suit against Sebastian Rodrigues in the Kolkata High Court through the said predecessor of yours. http://www.sacw.net/article503.html

And last but not the least, let Goa look elsewhere for money, such as IT and other avenues where Goans can find decent jobs, not as truck drivers and petty tea stall owners. Let the loot of Rs. 35,000 crores be recovered from the mining barons and their accomplices to rehabilitate the Goan people who were dependent on Goa's much too exploited mining industry. And let the God given mineral resources of Goa lie where they are buried and undisturbed whether the Central Government or the Goa government likes it or not, for Goa has not signed a pact with the INDIAN COLONIAL MASTERS that it will give jobs and shelter to every out of work and shelterless INDIANS in Goa. Let CHARITY BEGIN AT HOME.
