In his note on the subject concerned, Augusto Pinto wrote: The Gram Sabha of Moira started I hour and 15 minutes later than the scheduled time of 10.30 as it got adjourned because of lack of quorum. Apparently the quorum for a Gram Sabha is about 300 or so (one-tenth of the total members of the Panchayat and the number of SC ST OBC and women should be in proportion to their population). Such a large number never comes and so people who came in time were penalised by having to wait in the badly ventilated Panchayat hall which can accommodate just about 60 odd people comfortably. And those who came late had to wait outside.
Given the number of people who do attend, one has to wonder how representative are the Gram Sabhas. It is my understanding that such low level of attendance is the norm, rather than the exception. Best regards, U. G. Barad
