The point I was trying to make with the similarity of the Zanzibar and Goa events is that the people did not bless the mergers. A politician worth his/her salt will ask for a referendum to bless the merger. When s/he does not, all they are doing is sowing the seeds for a dissolution down the line. When you create a political merger, you lay the foundation. A solid foundation. A half baked foundation is worse than no foundation at all. Mervyn
