[BS - Budget Speech]: Finance Minister read out the first part of his budget
speech in Konkani, the Official Language of Goa
[GSRP]: 10 Marks out of 10
[BS]: Chief Minister said that the focus of his government was on good
governance which was transparent, responsive, effective, ethical,
responsible. law-abiding, sensible. participative and consultative.
[GSRP]: Manohar Parrikar must have been sitting with the dictionary during
the better part of preparing his budget speech. All these adjectives are
devoid in his governance. Law abiding? When the lawmakers are breaking all
the laws? For example Tinted Glasses on their car as just one minor example.
It is just as well that he did not find the word 'self-sacrificing'. Minus
this particular word, GSRP gives just 2 marks out of 10 for all the
adjectives mentioned. But if this word was used, the marks would be 'zero'.
Manohar Parrikar is hallucinating on his brand of governance and it shows
that he clearly does not have his ear to the ground to listen to what
people say and feel about his brand of governance except the coterie
surrounding him.
[BS]: The trust of the budget is on employment and infrastructure creation,
Mr. Parrikar said.
[GSRP]: In fact this should be the raison d'etre of any government which
claims 'good effective governance'. Hopefully, there is not going to be an
U-Turn on this. The very first infrastructure that Goa needs to see is
effective GARBAGE MANAGEMENT which is PERMANENT. Not here today and off
tomorrow. Let us have the municipal workers start sweeping, cleaning and
sanitizing Goa's principal cities and urban areas well before people are on
the streets.
[BS]: CMRY - Chief Ministers Rojgar Yozna - to be named as Dr. Verghese
Kurian Scheme - Outlay of Rs. 15 Crores to benefit 8000 youth.
[GSRP]: We have seen Mahiti Ghar. We are not sure if this comes under the
CMRY. At Mahiti Ghar a survey plan costs double the amount what it costs at
the survey department which is just next door. So this is clearly 'Robbing
Peter' to rehabilitate 'Paul' ? The Chief Minister should instead give
monthly doles to all the youths at the cost of the taxpayers of Goa and
save the populace the heartaches.
[BS]: Announced formation of a Task Force within a week with the purpose of
drafting the state investment policy to be unveiled by May 30.
[GSRP]: The Lokayukta which was promised within 100 days took over 365 days
and still not functional. Don't know why this man is putting down dates.
Probably a case of over-confidence and a bid to impress people? In any case
why wait for over a year in government to put in place a simple investment
policy? This could have been done much much earlier if he knew exactly what
is needed.
[BS]: Announced Rs. 139 Crores to implement various schemes to help the
people affected by suspension of mining activities.
[GSRP]: This gets him Zero Marks out of 10. Were these people employed
and/or contracted by the GOVERNMENT OF GOA or by the Mine Owners? If not by
the Government of Goa, then why is the Government spending taxpayer's 139
crores to shore up these people? Why not the Mine Owners who have run away
with the gold pot? Harish Melwani in his response to the BS a t page 2 of
the NT has lauded the CM for earmarking Rs. 139 crores of taxpayer's money
to salvage mining dependent people. We know that his mining ops were legal.
Even then, he should not be generous with the taxpayer's money. Let him
shell out what it takes to take care of the people who were dependent on his
mining ops.
[BS]: Fishing Ban extended to 75 days from this season.
[GSRP]: 10 marks out of 10. Hopefully, the Navy/Coast Guard will do it's
bit to keep foreign and other states' trawlers fishing in Goa's territorial
waters.
The Government should go all out for putting in place the right and modern
infrastructure to help the fishing industry and not give doles to the
fishermen. The fishermen do not consider the taxpayers when they sell their
fish at exorbitant prices. If the government feel that it has surplus money
to splurge on this breed then it should use this money to give subsidies to
the fishermen to put fish in the market at controlled prices so that the
populace may heave a sigh of relief. The Government must put in place strict
'mesh standardization policy' where if trawlers are found with smaller then
standards mesh sized nets, these should be confiscated, burnt and plus
levied a fine. The reason for fish famine in Goan waters is because of
indiscriminate below standard mesh trawling where juvenile fish is
slaughtered to convert into fish meal for chicken feed.
[Budget]: Rs. 128 crores for tourism infrastructure.
[GSRP] Why is this to be spent and on what? Goa's coastal belts are
destroyed thro' the indiscriminate 'shacks' policy, garbage, cattle, stray
dogs on the beaches, sewage floating into the sea water and on the beaches,
beggars, hawkers infesting the tourist belt etc. Our beaches are rocking
to trans music from the shacks. People and serious tourists cannot relax and
enjoy thro this cacophony. The government has not been able to implement
'double-door sound proof' venues for pubs, discos and restaurant who use
upwards of 40,000 watts r.m.s. power there-by disturbing the entire
neighbourhoods. The other-day on the instructions of the HC, the Mapusa
Police, the HC committee members (me) monitoring the loud music nuisance and
the PCB people went to check out the scene at Anjuna circa 10 p.m. Enter
Curly's, his double door system is non-existent. The owner says it has
fallen off. So I tell him that it is so because even his doors could not
withstand the punch of the music. Here, I am requesting the HC to step in
and make it mandatory for all and sundry who use high-powered music systems
to install double-door sound-proof venues with the certification given to
the PCB and the Police to handle. With this done, Goa can enjoy ear
splitting music 24 x 7 x 365 and none to complain about. Is the HC
listening?? If the 128 crores go into the clean up of Goa's tourist belts,
then we want to see all these things mentioned happening. This money should
not line the pockets of Ministers and MLAs and their Chamchas.
[Budget] World Class Consultants to formulate Tourism Master Plan [ Dilip
Parulekar - Tourism Minister]
[GSRP] How many hundreds or crores are earmarked for this? Is it world class
consultants or world class commissions???
[Budget] Rs. 500 cr boost for health sector. Govt to focus on optimum use of
healthcare infrastructure.
[GSRP]: FOR MIGRANTS?? Most of this money will go into medi-claims. People
will claim this facility and the doctors will make money and the Health
Minister makes huge commissions. Example: I go the the doctor for a
check-up. I am told I require operation or expert treatment which is costly.
I go for medi-claim. I am operated. Doctor/Hospital will use me until the
full scope of medi-claim is exhausted. And I go thro' operations even if
they were not necessary. The actual beneficiaries are far less. We still
have mosquito menace. They cannot even seal the airing pipes of septic tanks
on a fool-proof basis. And this does not take crores. People get sick
because of lack of sanitation and hygiene. Where is the solution for this?
Has the health officer ever stepped out of his office except for checking
out the new building sites, because he/she has to issue the relevant NOCs?
He/she is permanently busy doing these site checks than doing actual work
relating to health. So much for the crows.
[Budget] Priority on creating new job avenues
[GSRP] Set up more Steel Rolling Mills. Help the Biharis et al to come to
Goa so that they can vote in Goa and you can get re-elected. Our Goans are
availing of Portuguese Passports and flooding Swindon, Toronto and
elsewhere. Who are you fooling?
[Budget]: Govt lays trust on primary education in regional languages.
[GSRP]: 5 marks out of 10. Why? Govt sponsored primary schools must be only
in Goa's Official Language -- KONKANI. Goan taxpayers should not be taxed
to set up and run primary schools in other regional languages of other
states including Marathi of Maharashtra. The other language primary schools
should be funded by the central grants that the state of Goa receives, a
part of it going to Konkani Primary Schools. Concentrate only on KONKANI
medium primary schools and you get 10 out of 10 marks.
