garbage collection The only permanent, acceptable solution to garbage menace is daily collection of segregated waste. The disposal is the onerous responsibility of the Govt. Municipality, and local bodies, while the latter can collect from door to door the waste on daily basis The wet, organic waste is a problem in Building societies, towns and cities or where there is no place to dispose it . Banning all packaging using plastic is no solution like ban on alcohol or cigarettes, which are also known health hazards. Burning of plastic waste is releasing toxins and people are sensitised to a very large extent People will find ingenious ways to dispose the daily waste generated at all levels including industries. Once the system of collection is in place, people will not find it necessary to dump by roadsides . storm water drains, open fields, water bodies, which results in pollution of land air and water The people will perhaps, reluctantly not resits a small fee to be levied on this purpose, that will help maintain a clean and immediate surroundings, which is their most pressing need. The state Govt is lacking the will to tackle this menace There are some wastes like tyres, tube lights, batteries, aluminium wrappings etc that will continue to defy solutions The open toilet system originally tackled by pigs is phased out by compulsory sceptic tanks even in villages. The system of pumping out the sceptic tanks is assuming the difficult problems. The sceptic tanks have also led to draining of overflow of waste water into public drains and fields causing stink, The sewage system in towns and cities is a welcome solution and gradually all toilets must be compulsorily connected to the public sewage system at a subsidised costs at least initially There must be concerted effects through education at all levels. But only when the segregated waste is collected on a regular basis from door to door,no plans of fines and other coercive methods will be productive. Has legislation and fines solved the problem of public spiting , smoking, urinating and defecating in the open ? Nelson Lopes Chinchinim
