There is no more appropriate act than establishing one's credibility and honesty than declaring ones Assets and Liabilities before accepting a position of responsibility in Government. This should be the standard, as it is in the US for ALL from the Chief Minister down to the Secretaries of each ministry in order to ensure that they are honest forthright and transparent in their dealings. This should be implemented as soon as possible so that the urge to perpetrate dealings of a dubious nature in order to benefit the holder of the office and his family can be kept transparent and above board. This should have been the first step in the Parrikar government if he was in any way inclined to keep his word to rid Goa of corruption. If Corruption is to stop, then there must be accountability commencing from the very top which will then trickle down to those in lesser power as the top will then be able to hold subordinates to account by setting the example that will have to followed.
I therefore propose that not only the Lokayukta but the whole of the hierarchy in the Government be subject to the rule of declaring their assets and liabilities in order to commence the process of ensuring that corruption, this rampant and intolerable cancer, is eliminated form the face of Goa. Surely as the smallest state in the Indian Union, this can be realized easily and this can also be a catalyst to other stated that will eventually rid India of this disease. Manuel (Eddie) Tavares
