Goa Bachao Abhiyan and various groups met in Panjim on 26th June 2013, to discuss the process of finalization of Regional Plan 2021 . The groups collectively decided to come on to the streets,if the chief minister further delays finalization of the Regional plan 2021. The chief minister had earlier announced in the Assembly that the RP would be kept open in June 2013 for public opinion. Subsequently Mr Parrikar announced that it would be open in July 2013.The groups felt that 15 months have passed and yet the CM has not taken any proactive step on RP2021. Members of various groups pointed out to the blatant violations taking place in their localities with the active support of the authorities, despite the claim of the government that RP 2021 was on hold. The Collector has issued conversion sanads of twelve lakh square metres of land in Terekol. Mega Housing projects have got permissions to go ahead with multi dwelling projects. GBA and groups have drawn up a set of guidelines which will be insisted upon while finalizing RP. The meeting decided to file an RTI application to know the recommendations made by the Town and country Department to the Law department with respect to the amendment to TCP Act to ensure people’s participation. It was also decided to file an RTI to find out the permissions given since the RP 2021 was notified to check their legality. A meeting will be sought with the Chief Town Planner to ascertain the progress in framing guidelines and methodology for rectifying RP2021 The groups have decided to collate all the violations and have called upon the public to bring to its notice all violations in their areas to be taken up with the government A meeting has been scheduled on 2nd July 2013 in Panaji to chalk out the plan of action.
