What a joke foisted on Goenkars !  Mutation in 24 hours indeed !  More likely 
24 months if you are an ordinary citizen and that too after making several 
visits to the Mamlatdar's office, climbing 3 flights of stairs to the office of 
the concerned clerks(in the case of the Mapusa office).
A few incidences of my experience some years ago.......
 
1.  Clerk - "Give me a file"
"     Me:    "From where ?)
     Clerk:  " From the Gaddo outside the building".
 
2.   After several months of going through and fro, my file finally lands on 
the desk of the
      Verification officer, before going to the Mamlatdar for signature.....
 
      Verification officer:   "you need the signatures of all these 4 people"
       Me:  These were previous owners of the property, after which the 
property was transferred
                twice.  These people expired 30 to 40 years ago.  How can I get 
their signatures ?"
       Verification officer:   "That is your problem !"
 
                      SAIBA BOGOS !  I DID NOT KNOW WHETHER TO LAUGH OR CRY...
                      Someone told me that I should have showed a few 100 
rupees in my shirt
                       pocket so that the person would know that he would get 
bakshish.  Sorry,
                       I do not give bribes !
 
  3.  After going through most of the process, I was told to mail notices to 
the previous owners
       (including the long deceased) with a "Return receipt requested" card 
addressed to the
       Mamlatdar's office.   I did the needful and after 15 days I went back to 
the Computer
       center next to the Mamlatdar's office as instructed.  The man in charge 
asked me:
       "How do I know whether you posted the notices to the right addresses ?"  
My blood was
       boiling at this point.  If the authorities do not trust us, why don't 
they send the notices
        themselves ?
 
 QUESTION:   Why the mutation process in the first place.  Why cant the 
Government
                      streamline the process (and like in most other 
countries), the mutation is
                      part of the transfer of deed at the Recorder of Deed's 
office. And all along I
                      thought only germs and bacteria mutate and change 
themselves.  In Goa
                      the Government mutates ?
 
  Mutation within 24  hours indeed !!  Very unfortunately I am not related to 
any of the Mantris 
  to get this special treatment.
