Mrs. Alina Saldanha posted "further called upon the Goan Freedom Fighters to 
raise their voices so that this Portuguese era law, prevailing only in the 
State of Goa and which is detrimental to the interest of the State and its 
people is repealed at the earliest."

COMMENT: 

I find the above quite surprising.

In India, the power to enact/repeal new/existing law is vested in Parliament./ 
Legislative Assembly.

Mrs. Saldanha is an elected Member of the Goa Legislative Assembly.

And she is calling upon the Goa "Freedom Fighters" to raise their voices for 
the repeal of a detrimental Portuguese era law?

Now, is there something I do not understand about Constitutional Law or is 
there something else Mrs. Saldanha wishes to state but isn't saying so directly?
