Jose, I don't think so. No more than a lowly pawn in the Indian strategy.

I met the man himself, rather percursorily, just a couple of times; was quite 
an affable,
militarilly brusque, chap. 

But I have closely interacted with a few of his close relatives & my 
impressions are derived 
from those associations.

However, the veritable b-----d (yes, very much a one both, naturally & 
characteristically), 
Handoo, Nehru's natural half-brother, was very much a misenthrope; outwardly 
suave but,
indeed, very bitterly anti- many things, primarilly Christians.

He had the absolute overiding powers over the military administrators.

General Kandeth's appointment, like A.V. Marshal Pinto's, to spearhead the 
invasion, conquest 
& subsequent annexation of Goa, also euphimistically called 'Operation Vijay', 
was motivated by 
Nehru's contention that being Catholics, they would successfully hoodwink the 
gullible Goans, 
largely pertaining the servile ABC echelons.

To these, perhaps unwitting, Catholic pawns was later on added Albano Couto, 
after a diligent 
search of the Civil Services' cadres. A few other minor ranks as well.

In such machiavellian set up, it has been established (total declassification 
of relevant data will
further confirm facts) that the dram-happy/illusioned Nehru was abetted & 
assisted by Valerian 
Gracias & Frank Moraes, both fellow inbibing boon companions.

(From among many other such, often quixotic war-councils held in such venues as 
the BCC, resulted 
Salazar's frustrating fiasco in rushing reinforcements to the insignificant 
Goan garrison through the 
Suez.)
