The Goa Su-Raaj Party has been shouting from the roof-tops since it's
inception in the year 2000 that Goa Panchayat Raj Act 1994 must be suitably
amended to make it effective, accountable and responsive. Therefore, this
clarion call from the Salcete Sarpanchas comes as a welcome initiative but
for the WRONG REASONS. Barring a few, most of Goa's Panchayats are corrupt
to the core and any additional powers as demanded by the Panchayats, in
keeping with the 73rd. Amendment, will make them more irresponsible and
optimally corrupt. Therefore, before the 73rd. Amendment is implemented in
part or toto, which must be, the Panchayat Raj Act- 1994 must be amended to
hold the SARPANCHAS accountable for any/all illegalities, where s/he can be
dismissed out-right or even handed a jail term. Thus far the Panchayat Raj
Act has eminently protected the Sarpanchas engaging in hi-fi illegalities.
If Goa has to see some scaled down corruption, forget about getting rid of
it all-to-gather, the Panchayats are the places to start with. This Party
has gone on record to say that "when these trained and groomed in corrupt
practices breed of Sarpanchas become MLAs and Ministers in due course of
time, the present MLAs who are considered to be the epitome of CORRUPTION
will look like SAINTS.
One of the first points on The Goa Su-Raaj Party's agenda on coming to POWER
will be to clean the PANCHAYATS and sanitize them completely through
amending the Panchayat Raj Act - 1994 as above. 'Zero Tolerance to
CORRUPTION' a la BJP of Manohar Parrikar are just words just like 'Good
Governance' which is optimally not.
