With mining revenue down, the Chief Minister justifies casinos as a revenue 
generator to fund the Goa govt. treasury, including some of the social schemes 
which are vote-bank measures. Instead, casinos should not operate in Goa and 
the Chief Minister should instead go after the revenue stolen by the mining 
families. According to the Shah Commission that is Rs. 35,000 crore, the actual 
number should be much more. That is real money compared to the pocket change 
the casinos are generating in revenue while being a net harm to Goa.
