Dears,

Goa is TODAY celebrating  the Janmashthami, like the rest of India. But with a 
difference.

Pandals are set up around the city of Mapusa, viz. TAR, Alankar, Trimurthi 
Hotel bang opposite the Civil Court premises at Altinho and elsewhere in the 
Mapusa Municipal market and next to the Government Complex, etc equipped with 
40,000 and above watts disco music being dished out from 8.30 a.m. 

I got a call  at about 9.00 a.m. from one irate patient in the Dr. Olavo 
Ribeiro Hospital, located opposited Alankar Cinema Theatre [if it can be called 
one :-)] where the corner gumpti is in festive mood with the devastating HI-FI  
sound pandal dishing out bone wrecking-ear shattering  high decible [definately 
above 80 decibles] music where this patient must have been rocked in his 
hospital bed. When I asked this gentleman how he happened to call me instead of 
the police...  "because you are the anti loud music expert...and  besides 
number '100' Police Control Room telephone seems to have been deserted." ... 
was the reply.

So I called my good friend and colleague in the anti loud music noise pollution 
from the police department ... DySP Serafin Dias and told him to do the needful 
so that the patients at Dr. Olavo's Hospital are not forced to do the 
'gan-masti' with the roadside gangs of louts, mostly migrant ghatees. The DySP 
must have forgotten about my call since I found out a little while later, when 
I was in Mapusa, that even the fastfood kiosks along the Alankar Cinema were 
rocking.

And, I had a case that the Civil Court at Altinho, Mapusa at 2.30 p.m. where 
for the past 16 years I have been trying to evict another  GOAN lout from a 
gentleman's house who has forcibly occupied it by kicking the resident priest 
out, like they kick the football on the Moira Club's football Ground right 
opposite. But then what shocked me was the decibel level of the music dished 
out at the Trishul Hotel Pandal with a few drunken louts dancing to the water 
being sprinkled on them to cool them down from the  floor above. Enter the 
Court A, it looked like Judge Noronha was being rocked in his high chair. 
Luckily for me, the opposite lawyer must have gone deaf with the music and had 
asked for time.

Then it dawned on me as to why Mr. Ratan Tata, the doyen of India's Industry 
has said what he has said in today's Times of India- Goa edition. Quote TATA: 
INDIA HAS LOST CONFIDENCE OF WORLD Unquote... this in context with  the 
plunging Indian Rupee. 

Yes, this  can happen only in a BANANA REPUBLIC where the law and order has 
totally broken down and  where a person  who goes to the High Court against 
Loud Music Noise Pollution in 1997 finds out  16 years later, in spite of a 
piles of cases and many citizens becoming residents of the hospitals for the 
mad, that a state has reached where even the Civil Court Judge is being blown 
off  from his chair along with the 'NO HORN - SILENCE ZONE' sign boards posted 
on the road outside,  him not being able to do something about it.  Talking to 
a friendly lawyer whilst coming down the stairs, and when I asked him as to how 
the legal fraternity could tolerate this rank nonsense happening right in front 
of a Court House, adding ... "IF IT WAS ME SITTING ON THAT CHAIR OF THE JUDGE 
TODAY, THE MUSIC PANDAL WOULD HAVE BEEN BLASTING THE INSIDES OF FORT AGUADA 
JAIL"... all he said was " YOU IS YOU AND WE ARE WE . IT IS A PITY THAT EACH 
ONE OF US  IS WAITING FOR THE OTHER TO DO SOMETHING WHILE THE LAW AND ORDER IS 
MURDERED ON OUR STREETS" ...

Hopefully, very soon,  we shall see the Justices of the Honourable High Court 
of Bombay being blown off  to 'Kingdom Come' from their seats with a 
Janmashthami pandal erected right in its courtyard with the 'matka' being 
strung out from these two buildings facing one another.

And that is when I shall be dancing along with the louts, smeared with colours, 
until I fall down exhausted with EXTREME SATISFACTION.
