I'd suggest (like Paulo Colaco Dias has) that ALL Goan MLAs born before Dec 19, 
1961, who have NOT expressly renounced their Portuguese citizenship, are 
Portuguese citizens.

For Mervyn's additional attention, a recent case involving a prominent Canadian 
born US citizen

minor exceptions, like ......."



 I trust that Mervyn Lobo modifies his understanding of the legal issues (some, 
international) wrt nationality.  His statement, quoted immediately infra has 
two problems: 

ML (1) "The only reason why Goans born before Dec 1961 are Portuguese is 
BECAUSE the Portuguese insist they are. The confused Goans of that age, insist 
they are Portuguese too."

ML (2) " I am not sure if you have had the privilege of visiting Africa but 
almost every Head of State there has been born a British subject or a French 
citizen"

# (1) needs no further explanation, I hope
# (2) Mervyn's statement misses an important point. In 2013, Goans in Goa and 
other places (who have NO connection to Portuguese Africa 1974) are eligible to 
reaffirm their Portuguese nationality, subject to the conditions placed to 
prevent fraud associated with the prevailing dispensation in Goa, Daman and Diu.


Now that ML knows that Paulo Colaco Dias is a legal eagle who is (also) 
actively involved in Portuguese (European) Nationality Law matters, I trust 
that he (ML) will retract the following as an unfortunate 'shot from the hip' : 
"Paulo Colaco Dias, I can always depend on you to provide comic relief on 
Goanet". 

I submit that there is nothing comical about what Paulo has written. One thing 
I know for sure. It is very rarely that Paulo writes on GN these days; possibly 
because he does not enjoy the 'shots from the hip'. ..... unlike me (:-).
