My colleague Dr. Rosario Menezes has been fighting incessantly for years to rid Goa of stray dogs. But the biggest hurdle is the Supreme Court’s directives. It seems the Constitution is there to safeguard animals rather than humans. And we have many people with displaced love and affection as they allegedly have been denied the same by humans.
