For the benefit of those who may not have read the recently passed Goa Political Act (October 2013), "foreign nationals without a legal visa/documents" is to be understood to mean "any foreign national who does not support the local Goan politician's drug racket".
In addition, any foreign national, including Nigerians, who expects due process of the law, is to be understood "to be living illegally in Goa". Finally, the corruption cancer which afflicts the entire Goan political/business class, is to be understood as "a cancerous group which intrudes on their turf (i.e. currently Nigerians)".
