What difference does it make if there is a website or an e-mail ID of any 
public utility service or administration in Goa?
Does the Goa government which boasts of e-governance know that no one in the 
administration responds to mails and complaints to their IDs and websites?
I for one can tell you through my experience that The High Court website 
bounces back after a couple of days any mail sent. The IDs of Collectors of 
both Districts do not respond; maybe programmed to go directly into the spam 
folder. The S.P. of Police maybe checks the mail only when someone conversant 
with internet and computer arrives. This is the status of Goa Administration. 
To cite you an example, let me tell you my experience.
My child had advertised on the internet sites for a job placement giving all 
the details. Immediately, in a couple of days there were a couple of offers 
from abroad with well juicy salaries. Euphoric, my child informed me of the 
offers; and I asked for the mails.
I noticed that these offers from reputed Companies were not the Company IDs. So 
I tracked the IPs and notice that they emanated from Singapore and followed up 
from Malaysia. I immediately contacted the Singapore cyber police from Goa, who 
responded within 24 hours; and requested me to file a complaint with the Goa 
police. Because they needed a request from the Goa police to go ahead with 
investigations. I forwarded the same Reply along with details of the complaint 
to both the North and South District Superintendents of Police IDs. There was 
no news after that. Only after a fortnight, I get a call from the Colva Police 
station asking for my identity, and whether I had sent a complaint by e-mail to 
the SP. The female advises me to file a writte complaint to the Margao PS.
This is e-governance.
