D.Paula residents are facing acute shortage of water supply from PWD for nearly twelve years which we hardly get for one hour duration. Practically garden work is completely beyond our control.. Sometimes no water is pumped out from the PWD Tank at D.Paula for days together.
People are force to hire water tankers which nobody knows whether it is potable or not. All the overhead tanks are empty and corroded. The sumps are almost empty. The Governor recently installed water pipeline exclusively for Raj Bhavan and has continuous water supply. In spite of that it is found at certain places leakages everyday and nobody repairs them. The sewage work tendered by PWD almost completed at D.Paula where the residents have to bear the dust throughout the day. The roads in D.Paula are in dilapidated condition. Everywhere and anybody cut the roads across, without any permission from Dy. Collector; they take law in their hands for cutting the roads and nobody repairs after laying their own pipelines. So far no action is taken by the authorities to stop it. So far the PWD has not tendered the work for asphalting these roads where the sewage work is completed. The contractor of Sewage pipeline goes on digging all the places without any plans at his own whims and fancies. When the residents ask their in-charge and other authorities they are unable to give any answers but the PWD direct them to finish as early as possible and get their contract money and leave the place and go to their native place at Kholapur. The residents have to face the problems of breathing dust and driving on the roads is a nightmare. Second problem the residents of D.Paula is facing haphazard parking all over the roads in D,Paula. Tourists and local Buses Park anywhere and everywhere and the traffic police is unable to control the traffic. Third thing is Dog menace and CCP as well as Animal Welfare cannot do anything for the last 10 years as their population goes on increasing beyond any control. Almost a hundred plus dogs are seen every night chasing the vehicular traffic at the NIO circle and up the slope to Bambolim. These dogs go on killing pigs, piglings and biting human being and chasing riders and monkeys. Fourth thing the electricity is irregular and most of the times shut down are announced by Electricity Dept without any success for repairs, and everyday is the same history. Solution: 1. Put the water system in place by examining leakage on pipelines and increase the water intake to D.Paula PWD tanks. Stop supply in huge quantity for hotels, restaurants in D.Paula. 2. Immediately issue tenders for asphalting roads. The contractor should be fine for not observing the rules and the Court should come to our rescue and take prima fascia. 3. Parking can be solved if the BUS STAND is built near Caranzalem Park and the people going to Jetty should be advice not to take their vehicles and go walking. Traffic signs should be incorporated and fined or monitor them with the help of CCTV. If possible traffic lights needs to be fixed at the NIO Circle with strong police force to control the traffic and issue challans for defaulters. To be fixed traffic signs boards wherever is required for speed limit and others signboards. 4. Stop issuing high rise building construction licences/permissions. And for those issued licenses, check for proper plans and plot documents for illegality and go for demolition. 5. Make mandatory for parking for new construction buildings/bungalows. 6. . Increase the traffic police force and their traffic equipment, which include alcoholmeters, Vehicular traffic tracking system, Walkie-talkie and other mobile system etc. 7. The list is endless.
