Thanks! for your quick reply, when I added the prefix to the global rib it
applies the local-pref correctly:

 gobgp global rib add 10.33.0.0/24 local-pref 1000

extreme@ubuntu:~$ gobgp global rib
    Network             Next Hop             AS_PATH              Age
 Attrs
*>  10.33.0.0/24        0.0.0.0                                   00:00:14
  [{LocalPref: 1000} {Origin: ?}]


But when it is advertised to the bgp neighbor the configured local-pref is
reset back to the original and not the one in the global rib

~$ gobgp neighbor 10.10.10.101 adj-out
    Network             Next Hop             AS_PATH              Attrs
    10.33.0.0/24        10.10.10.102
 [{LocalPref: *100*} {Origin: ?}]


R1#show ip bgp
BGP table version is 1, local router ID is 10.10.10.101
Status codes: s suppressed, d damped, h history, * valid, > best, i -
internal,
              r RIB-failure, S Stale
Origin codes: i - IGP, e - EGP, ? - incomplete

   Network          Next Hop            Metric LocPrf Weight Path
* i10.33.0.0/24     8.8.8.8                       100      0 ?
