I don't think so. My suggestion is to apply the original idea of
keeping the list open but only allowing messages to the list with the
word "recipe" in the subject. I belive you can set the default rule
for "discard" (as I've done with gobolinux-commits) and then add a
spam filter (Configuration categories -> Privacy options -> Spam
filter) to allow only posting matching a regexp "subject:.*recipe.*".
