It worked pretty fine to me here, using Ghostscript 8.54 (gpl) and Groff 1.19.2:
$ pdfroff /Programs/GCC/Current/man/man7/gfdl.7 > foo.pdf
$ file foo.pdf
foo.pdf: PDF document, version 1.3

Arf! I got it wrong! Please can we use the GPL version and
*not* the AFPL version? The AFPL has some prohibition of
commercial activities more than the GPL, IIRC. When the same
version is available under both, let's choose GPL.
