Considering the default Compile.conf we ship, yes, they are all mirrors. However, one may add a custom, not official mirror, recipe store to the list. On a quick chat with Hisham this week, he suggested that we could add another list to Compile.conf, which would be empty by default and which would allow one to add a custom recipe store.
