OpenSSL is already required for wget, wich is used in Compile and
Scripts. So, I guess it would be ok to add this dependency to Python.

I'm trying to change the packages for 013 as little as possible, so I
think we may keep Python package as it is for 013. However, updating
the Python recipe at the store is ok.
