If we let more than one user put files there, we have a small host of problems to worry about: will apack of a recipe created by a local user here, then aunpack as uid #0, produce files not owned by uid #0, possibly by a nonexistent user/uid? If one user makes a recipe or downloads an archive or unpacks and compiles an archive, will that interfere with other non-root users' ability to do the same for the same-named Program? (only a concern if more than one regular "user" should be able to do this, probably) a.k.a. I'm not generally very happy with unix permissions/ownership in the presence of multiple potentially collaborating unix-"users".
