okay, I get it now, sorry for interpreting things the wrong way :-)
an excessively convoluted way I found to think about it: "unless 
explicitly set" = "unless set by something *other* than the 
generic-use-flag mechanism" in this case.  That "something" is what 
you're calling "explicitly setting", which is admittedly probably a 
reasonable name for that particular concept: and I was just being dense.
