What login manager is currently used? you could increase start time there as well. A few that come to my mind are: slim (http://slim.berlios.de/) or xdm. Also an alternative to rox-filer+icewm could be e17, which is really fast, leightweight and good looking. If you choose the latter, entranced could be used as login manager.
