Hi John

One thing to check is the PID of the mongrels, if the PID of the running
mongrel is the same as it was prior to the restart conditions being met,
then it suggest that the stop command is not working as you'd expect it.

Can you check that first?

I'm having a similar problem right now but I'm trying to restart the
mongrels using a god script placed into the init.d directory and then
running a rake deploy with a sudo /etc.init.d/god restart command.  That bit
is not stopping the mongrels for me.

I think our problems may be inter-related.
