AFAIK the Go playground has IP-based restrictions for when you are in an export-restricted country (like Iran), just like golang.org is not reachable there. The reason being, that US-laws are forbidding it. There are several threads on golang-nuts and github discussing that, which you can probably search for (but I don't think they have significantly more detail about this). It's unfortunate, but a project hosted in the US has to comply with US regulations.
