Thanks for asking! In the Changes policy[1], Self-Contained Changes
include "a coordinated effort within a SIG with limited impact outside
the SIG's functional area". As you describe it, I would still consider
this to be a Self-Contained Change. However, since it does require a
mass rebuild, you should file a ticket with Release Engineering[2] so
that they're aware. An example is ticket #8204[3].
