I agree that solutions should go in one pool.  But PGAS is not currently 
setup to allow for mid-tournament switches.  In other words, once 
you have "officially" begun playing individually during a tournament,
you will not be able to switch to team play.

If individuals want to "get cracking" before joining a team, they 
should play on their own and not submit solutions individually.  
Enabling mid-tournament switches would add a lot of unnecessary complexity 
to PGAS.
