There's no reason you can't utilize the RESTful (JSON) portion of the API with Java, if you're abiding by the TOU. It's tough to say why I said you couldn't without a link. The only explanation I can provide is that the API's TOU require that it be used in the context of a website, not as a standalone application. Perhaps I thought the poster was wanting to build a standalone application, which would violate the terms? Another possibility would be that the post was from before the release of the RESTful side of the API this past spring. If that's the case, then the TOU from back then clearly prohibited use outside of a web browser with the Javascript portion of the API.
