First of all, I don't see why this wouldn't be possible.  The only  
thing to remember here is that, with both FCK and TinyMCE, you need to  
abide by the applicable license terms if you're going to modify them.   
That said, it's difficult to get more specific on how to utilize the  
Transliteration API without more details.  For instance, are you  
wanting to transliterate in realtime?  Are you wanting to  
transliterate only specific languages?  Which editor are you actually  
going to use?
