Yes, you can use the RESTful API for compiled applications, as long as  
they satisfy the TOU.  You do not need an API key, but you will need  
to provide a valid HTTP_Referer.  This could be your homepage or,  
probably better, a page providing some details about the program from  
which the request originated.
