A European institution plan to build a public and free of charge
portal.
European Member States collaborates by providing content that will be
1) stored on the portal, or 2) retrieved from the portal in their
local databases (i.e. their law and court's decisions).
This content is generaly provided in only one language (while 23
official languages exists in EU).

QUESTION:
Can the portal use the Google AJAX API for proposing to their users to
translate any retrieved page (from language X to language Y) ?

This questions the Terms of Use: 1.1 Description of Service. The API
seems to be reserved to the processing of "Google Results": display
results from Google, including text and URL results from Google Web
Search and results from other searches or requests to other Google
services.
In the above case, the result to tranlate are pages stored on the
portal or pages send by various Member States databases, but may not
be retrieved via the Google search engine.
