While the API key is still recommended, it is not required. You can either enter the url of a public site that you control or skip the key altogether. When using the REST API, what is important is that you MUST include in your request a valid http_referer header. I would recommend pointing this to a page that would describe what your application is and who to contact if Google has a problem. Just in case.
