I do not believe that there is a reliable way of obtaining political entities surrounding a given area via the AJAX Search API. And I know that there is no way to specify a hard radius for a search except by running through the results and discarding any that are outside the circle. I did write such a method some time ago, but since then, I have realized that it was actually, in all likelihood, a violation of the TOU.
