If, by dictionary, you mean to translate single words into different  
languages, it is possible, but it will be somewhat challenging.  The  
Translation API's machine translation increases in accuracy with  
longer strings.

The TOU clause that you cite simply means that you can't build a site  
that is primarily based on the APIs. In other words, you have to have  
other content of your own on the page.
