As you noted, the TOU strictly prohibit the use of any program which will automatically submit requests to Google's servers. In other words, you must have some sort of user interaction. While I don't know exactly how your application will work, it certainly sounds like it may be in violation of the terms at this point.
That said, I'll try to answer your other questions as you asked them. Is the server limited to per IP or API base? The search service is not rate limited. You can retrieve a maximum of 64 results across 8 requests (i.e., 8 results x 8 requests = 64 results). Is there a business version of the API service where I can pay for querying the Google servers? By all reports, Google does not offer a for-pay version of the Search API. Further, from previous discussions with Google employees, I find it rather doubtful that they would offer any such service for SEO purposes (e.g., finding search rankings, etc.). They have taken great pains to design the Search API such that it is not useful for SEO operations because the company recognizes SEO as a threat to the quality of their search products' results.
