I looked again at the TOS and while I didn't find anything about automatically generated queries, I did find a statement about changing the content of the search results. This is not for SEO, its for plagiarism detection. I was planning to generate queries based on input text to find candidate matching documents, and then download and do a more complete comparison of the query doc to the google results.
