Ultimately, the answer to that question is that yes, all url  
parameters must be encoded, but the JS portion of the API generally  
takes care of that. In fact, I just checked the feed urls that you  
provided in your last post, and it would seem that the problem lies  
within the Pipes feed. Namely, Pipes is not returning a valid RSS or  
Atom feed (or even HTML), but a simple page that says there were no  
results. Since it's not a valid feed, the API's backend parser is  
unable to process the output, and so you get a 400 error. The actual  
error message is "Feed could not be loaded."
