I am uncertain whether you are meaning AdWords or AdSense here.  
AdWords is for people wishing to advertise on Google and the Google  
Content Network. It is you placing an advertisement with Google and  
therefore does involve cost. AdSense, on the other hand, is the  
program by which you can display Google ads on your site which others  
have placed via AdWords. This functionality is free, but there is no  
documented way to tie it directly to a search application in  
Javascript, ASP, or any other programming environment. The best you  
can do is sign up and utilize the provided documentation and tools,  
which can be found here:
