That's one of the things the Custom Search Engine can do. Go to the
control panel and scroll down on the Basics pane. You'll get a
choice and can promote some domains:
How to search included sites:
( ) Search only included sites.
(*) Search the entire web but emphasize included sites
This does work with the AJAX API using your custom search cx
parameter.
