If you think about it, the CSE is a nice version of calling the web
search engine and limiting it to site:example.com.  Since anyone can
do that, there's no reason to make the CSE more secure.

If you are looking for search behind a firewall or access control, you
can't use the CSE. There are plenty of other good search engines.
