The API key is optional. You do not have to provide it. You must, however, provide a valid HTTP_REFERER header. with your requests. In the case of a Chrome plugin, I would recommend a public webpage that identifies the plugin and provides basic contact information for someone who can fix it if Google finds something wrong.
