Just to clear up the issue, and to slap myself in the head over this one: Turns out the jsapi was being called in the <head> without a key to use jQuery, then being called again where they were trying to use maps, but being ignored due to already being called once. I added the key to the original call and removed the second call and just like magic it worked as it should. imagine that.
