Even if carrot2.org is using the Google AJAX Search API (i.e., I am 99.99% 
certain they are not), they are doing so in violation of the TOS. The AJAX 
Search API may certainly be used on commercial sites in general, as I noted in 
my response to your post yesterday, and it does not have a query rate limit as 
did the old SOAP Search API. However, the TOS prohibit displaying results from 
the Google API with results from other search engines. Additionally, you are 
not allowed to rearrange results returned from the API. Also, the AJAX Search 
API will only return up to 64 results. carrot2.org's site clearly violates the 
first two provisions and, without having counted individual results, I would 
guess the last as well. Therefore, if they are using a Google API, I would 
conclude it is not a public one; they may have an individual agreement set up 
with Google. I suspect, though, that they are utilizing "screen scraping" 
applications, which are forbidden in Google's general TOS 
(http://www.google.com/accounts/TOS - see section 5.3).
